A crucial insight at the Programs inception, still relevant today, is that economic reform does not just occur in Hanoi, but all over the
nation. Economic reform is a process of devolving decision-making responsibility from the central government to local governments, firms
and individuals. It is for this reason that the FETP prioritizes capacity-building at the provincial level. Support for economic reform
requires training people at the provincial level from all over Vietnam. This is also why the FETP is the only graduate program of its type to be
taught entirely in Vietnamese, in order to ensure that language is not barrier to advanced study.
